The mission of SCWDB is to develop policies, oversee public funds, and procure services that will help employers and job seekers throughout Beaver, Greene, and Washington. Job placement assistance, education, training and counseling will be offered in order to achieve a skilled workforce and economic development throughout the region. We envision a regional labor pool that possesses the skills and attitudes to attract and retain employers who offer sufficient ages, benefits, and opportunities for advancement.

SCWDB strictly adheres to all federal and state guidance and funding statutes. SCWDB also requires all sub-recipients to know and institute these statutes as well. In addition to these documents and laws, SCWDB has local policies that highlight all internal and sub-recipient rules and regulations. This section contains these local policies.

PA Department of Labor & Industry Workforce Policies and Forms

Workforce System Policies (WSP) and Workforce System Guidance (WSG) are required directives for workforce development programs. Please note, Workforce Investment Information Notices (WIIN) will continue to be policy; however, they will be rescinded as new policies and guidance are issued.

Workforce Innovation and Opportunity Act of 2014 (WIOA)

President Barack Obama signed the Workforce Innovation and Opportunity Act (WIOA) into law on July 22, 2014. WIOA is designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy. Congress passed the Act by a wide bipartisan majority; it is the first legislative reform in 15 years of the public workforce system.

SCWDB staff, WIB Board Members, and Chief Elected Officials have been working together to prepare for rollout of this new law. SCWDB has been participating in training sessions, conference calls, and webinars to ensure the area is prepared for the July 1, 2015 start date. As more information becomes available, it will be provided below.
